As the former Program Director over the Office of Secure Facilities in the State of Utah’s Division of Juvenile Justice, I had the opportunity to lead our initiative in developing a more effective behavior management approach for our youth facilities. During this effort, we partnered with The Carey Group to implement a comprehensive Behavior Management System (BMS), which proved to be transformative.
The result of this collaboration was the 4:1 Behavior Management System—an evidence-informed framework that empowered our staff to manage youth behavior more effectively and consistently. By tracking both noncompliant and prosocial behaviors, the system provided a clear structure for staff to respond appropriately, based on each youth’s individual risk level and needs. This approach enabled us to make data-driven decisions and deliver interventions with greater fidelity.
One of the most powerful aspects of the BMS was its impact on the youth themselves. The system helped them identify the antecedents to both their noncompliant and prosocial behaviors, promoting self-awareness and behavioral change. It was not just a tool for staff management—it became a learning tool for the youth.

The 4:1 BMS® is written in C# leveraging the .Net 4.6 Framework using Microsoft SQL Server 2017. A standard internet browser, such as Chrome or Microsoft Edge, can be used for this online application. HTML pages are delivered to the client browser by the application upon a user request. The web pages also include JavaScript functions where applicable and the use of cookies. Server-side validations are performed to ensure all validations are met.
Requirements for an agency to host the 4:1 BMS® are a Windows server operating system with IIS 8 and .net framework 4.6 along with SQL Express 2017 or full license. This application can be hosted alongside existing applications. The bandwidth consumption is minimal. There should not be large amounts of data or traffic to cause a drain on resources.
